\u00c7in’in kuzeyindeki Datong b\u00f6lgesi \u00fczerinde u\u00e7arken a\u015fa\u011f\u0131da iki dev panda g\u00f6r\u00fcrs\u00fcn\u00fcz, binlerce g\u00fcne\u015f panelinden olu\u015fan.Bir kilometrekarelik bir alan\u0131 kaplayan ve 100 megavat enerji \u00fcreten bu tarla \u00c7in standartlar\u0131na g\u00f6re hi\u00e7 de b\u00fcy\u00fck say\u0131lmaz.130 milyon kilowatt enerji kapasitesi ile \u00c7in d\u00fcnyan\u0131n en b\u00fcy\u00fck g\u00fcne\u015f enerjisi \u00fcreticisi konumunda. Bu kapasite ile t\u00fcm \u0130ngiltere’nin elektrik ihtiyac\u0131 defalarca kez kar\u015f\u0131lanabilir.<\/p>\n

Dev projeler<\/p>\n

D\u00fcnyan\u0131n en b\u00fcy\u00fck g\u00fcne\u015f enerjisi tarlas\u0131 1500 megawatt kapasitesi ile Tengger \u00c7\u00f6l\u00fc’nde. Tibet Platosu’ndaki Longyangxia Baraj\u0131 yan\u0131nda kurulu tarlan\u0131n kapasitesi ise 850 megawatt.<\/p>\n

Peki milyonlarca dolara mal olan bu dev projeler i\u015fe yar\u0131yor mu, \u00c7in’in ye\u015fil enerji hedefleri bak\u0131m\u0131ndan tuttu\u011fu yer nedir?<\/p>\n

D\u00fcnyadaki g\u00fcne\u015f panellerinin y\u00fczde 60’\u0131 \u00c7in’de \u00fcretiliyor.<\/p>\n

\u00c7in d\u00fcnyan\u0131n en b\u00fcy\u00fck g\u00fcne\u015f paneli \u00fcreticisi \u00fclke konumunda. Uluslararas\u0131 Enerji Ajans\u0131 (UEA) verilerine g\u00f6re d\u00fcnyadaki panellerin y\u00fczde 60’\u0131ndan fazlas\u0131 \u00c7in’de \u00fcretiliyor. G\u00fcne\u015f paneli talebinin y\u00fcksek olmas\u0131 h\u00fck\u00fcmetin ekonomik \u00e7\u0131karlar\u0131na yar\u0131yor.<\/p>\n

\u00dclkede elektrik \u00fcretiminin \u00fc\u00e7te ikisi hala k\u00f6m\u00fcre dayal\u0131 iken, yenilenebilir enerji kaynaklar\u0131n\u0131n artmas\u0131 olumlu bir geli\u015fme olarak g\u00f6r\u00fcl\u00fcyor.<\/p>\n

UEA’ya g\u00f6re, g\u00fcne\u015f enerjisi bak\u0131m\u0131ndan \u00c7in 2020 hedeflerine \u00fc\u00e7 y\u0131l erken ula\u015fm\u0131\u015f durumda.<\/p>\n

Baz\u0131lar\u0131, \u00c7in’in egemenli\u011fini reddeden otonom Tibet b\u00f6lgesinde bu yat\u0131r\u0131mlar\u0131n yo\u011funla\u015ft\u0131r\u0131lmas\u0131na dikkat \u00e7ekiyor.<\/p>\n

Buralardaki g\u00fcne\u015f panellerinin kullan\u0131m ama\u00e7lar\u0131ndan biri de donmu\u015f topraklar\u0131 \u0131s\u0131tarak a\u011fa\u00e7lar\u0131n yeti\u015fmesine uygun hale getirmek ve b\u00f6ylece bu alanlar\u0131 \u00c7inli yerle\u015fimcilere cazip k\u0131lmak.<\/p>\n

Ancak b\u00f6ylesine \u0131ss\u0131z b\u00f6lgelerde dev g\u00fcne\u015f panelleri kurman\u0131n da sorunlar\u0131 yok de\u011fil. Zira “Hu Hatt\u0131” olarak an\u0131lan ve \u00c7in’in kuzey do\u011fusundan g\u00fcney bat\u0131s\u0131na uzanarak \u00fclkeyi iki e\u015fit par\u00e7aya b\u00f6len \u00e7apraz \u00e7izginin do\u011fusunda toplam n\u00fcfusun y\u00fczde 94’\u00fc ya\u015f\u0131yor.<\/p>\n

Kapasite kullan\u0131m sorunu<\/p>\n

Oysa r\u00fczgar ve g\u00fcne\u015f enerjisi projelerinin da\u011f\u0131l\u0131m\u0131 tam tersi yo\u011funlukta. Yani ona en \u00e7ok ihtiya\u00e7 duyan b\u00fcy\u00fck kentlerden uzakta. Bu ise yap\u0131lan dev yat\u0131r\u0131mlar\u0131n ancak k\u00fc\u00e7\u00fck bir k\u0131sm\u0131ndan yararlan\u0131lmas\u0131na neden oluyor.<\/p>\n

\u00c7in’deki Elektrik Kurumu verilerine g\u00f6re, 2018’in ilk yar\u0131s\u0131nda g\u00fcne\u015f panellerinin kapasite kullan\u0131m fakt\u00f6r\u00fc sadece y\u00fczde 14,7 oldu.<\/p>\n

Bunda hava \u015fartlar\u0131 gibi kontrol d\u0131\u015f\u0131 etkenler rol oynayabilirken \u00c7in’de esas sorun, enerji \u00fcretim yeri ile kullan\u0131m noktas\u0131 aras\u0131nda uzun mesafeler kat eden iletim hatlar\u0131nda meydana gelen kay\u0131plar.<\/p>\n

Bir di\u011fer sorun da kamu finansman\u0131ndaki kesintilerden kaynaklan\u0131yor. Dev g\u00fcne\u015f panelleri projelerine yap\u0131lan devlet deste\u011finde kesintiye gidildi. Devlet idaresi alt\u0131nda olan yenilenebilir enerji fonu 15 milyar dolar a\u00e7\u0131k verdi. Bu durum, yeni g\u00fcne\u015f paneli tarlalar\u0131nda ge\u00e7en y\u0131la g\u00f6re y\u00fczde 30’luk daralmaya neden oldu.<\/p>\n

Bunun \u00fczerine \u015fehirlerde \u00e7at\u0131lara g\u00fcne\u015f panelleri kurma giri\u015fimlerinde art\u0131\u015f g\u00f6zleniyor.<\/p>\n

Fakat uzmanlar \u00c7in’in dev g\u00fcne\u015f panelleri projelerinin sonuna gelinmedi\u011fini, gerek \u00fclke i\u00e7inde gerekse ba\u015fka \u00fclkelerde bunlar\u0131n in\u015fas\u0131na devam edilece\u011fine dikkat \u00e7ekiyor.<\/p>\n

Bunlar\u0131n \u00e7o\u011fu Hindistan’da ve tamamland\u0131\u011f\u0131nda en b\u00fcy\u00fck g\u00fcne\u015f enerjisi park\u0131 unvan\u0131n\u0131 almas\u0131 bekleniyor. M\u0131s\u0131r’da 37 km karelik bir alan\u0131 kaplayan Benban projesinin de \u00c7in ile ba\u011flant\u0131l\u0131 oldu\u011fu biliniyor. Fiji ve Kanada’da ba\u015fka projeler de var.<\/p>\n

Ayr\u0131ca \u00fc\u00e7-be\u015f y\u0131l i\u00e7inde g\u00fcne\u015f enerjisinin devlet deste\u011fine ihtiya\u00e7 duymayacak kadar ucuzlamas\u0131 ve daha \u00e7ok yat\u0131r\u0131mc\u0131y\u0131 \u00e7ekerek daha da yayg\u0131nla\u015fmas\u0131 bekleniyor.<\/p>\n

Peki g\u00fcne\u015f paneli at\u0131klar\u0131 gelecekte nas\u0131l bir sorun olabilir? Panellerin \u00f6mr\u00fc 30 y\u0131l kadar. Ondan sonra par\u00e7alanmalar\u0131 gerekiyor. Bunlar\u0131 yeniden d\u00f6n\u00fc\u015f\u00fcm ama\u00e7l\u0131 kullanmas\u0131 zor; zira s\u00fclf\u00fcrik asit gibi zararl\u0131 kimyasallar i\u00e7eriyor.<\/p>\n

2040 y\u0131l\u0131ndan itibaren \u00c7in’de panel at\u0131\u011f\u0131 patlamas\u0131 bekleniyor ve bu sorunla nas\u0131l ba\u015fa \u00e7\u0131k\u0131laca\u011f\u0131na dair net bir plan yok ortada.<\/p>\n
